Why do the iPhone X’s rear cameras suck?

If Apple really does release the iPhone on November, customers will be able to get a phone with a better camera than the iPhone8 or iPhone8 Plus, but Apple will likely not have the same amount of money to spend on upgrades to improve the camera as it would with a September release.
